I AM TOLD THERE WILL ONLY BE 87 OCTANE FUEL WHERE I RIDE. CAN THIS DO DAMAGE TO MY STOCK 2007 ULTRA 250 ?

You should run 91~93 octane pump fuel. Anything lower will cause problems.

15f is used for 87 ~ 93 octane or 91 octane?

Unless the engine has been significantly modified (ported, forced induction added, increased compression, etc) you may use 87 octane unleaded pump fuel.
