I suspect it is the through hull seal..
I was only looking to see if others are having the same trouble with mistery water getting in.

My belt is fine but I always lift my seat with fingers crossed.

Just ribbin' ya! As long as you keep that belt tensioned properly you'll be fine. It will eventually need to be changed as it's designed to wear though. Be sure to check it frequently as Bruce instructed.
