I know there have been a few posts about primers but my question is simple. I have a primer kit that only has a single barbed plug for fuel from primer. However, the ski is twin carb. Do I simply block the other carb off and deliver primer fuel via one carb?

The kit you got was for a single carb set up. You should have two barbed fittings. You want to prime both carbs so both cylinders fire off. I'm sure you can order that fitting from Riva or someone here HAS to have one laying around. I will check and see if I have an extra.
