As long as I keep the RPMs up it runs fine but when I idle around for more that a few seconds and get on it the engine hesitates and then kicks in.This happened after letting someone ride it so maybe they idled around to much and fouled the plugs.Maybe a little bit of water entered the gas tank when he fell. My 2 theories are fouled plugs or bad gas. Maybe both. Any suggestions.

sounds like fouled plugs... also could be loose plugs or loose plug tip
spark plugs are cheap so put a new set in at the correct gap and try
