My 1997 GTX started acting strange by first not shutting off when lanyard was pulled to now blowing the 5amp fuse inside the mpem for instruments etc.. Starter does not engage when button is depressed & the fuse in rear box for solenoid circut is good. I get the two beeps when lanyard is put on & the instrument cluster shows low 12v read our eventhough the battery is hot(12.7). Machine was running well & the all these symptoms started one after the other. Ive seen post about mpem sysptoms & problems with them -- does this sound logical?? Any advice appreciated.

most of the time when the MPEM fails the unit will just not do anything. What I mean like that is when you install the tether you wont get any beeps or gauge power. I would start with your front mag cover they are known also for the pickup's to break and magnets to come loose on the flywheel if you have a manual then I would run all the proper tests.
