Ski is going to be used for tow-in-surfing need a lot of low end. What would be the best set up for low end, impeller and pump?

A Solas SR-CD-12/20 would be your best bet. It will provide improved performance all around. With tow-in surfing you not only want to be able to get into the set, but out of it too!
