I have 97 xp with the vts trim as well my trim locked up on me one time. What you can do is have some one press up in the button while you just jerk really hard on the nozzle. Sometimes is will come free sometimes it wont. If in that case just take the vts box apart in and there is a worm gear that fits onto a gear. when you take it aprat and the worm gear is free just pull the nozzle up to where you want it and then reassemble the vts. sorry if it sounds confusing but once you get in theres its pretty simple..

Check your fuse on your MPEM. Its usually your black box that works your trim motor. If you pull your trim motor off, you will be able to screw the black rod up so your nozzle will come up. When you get it where you like it, just bolt your trim motor back in place. When the module goes bad it normally blows your fuse, you can put a higher rated fuse in there for just a second to get your trim in position, then take it out. Leaving it in will cause the module to get hot and smoke.

Here is an article to help troubleshoot/fix/repair your trim system. Experience I seen in the past on Sea-Doos I've owned, a tooth breaks on a gear.
FYI: DON’T EVER REPLACE THE 7.5 AMP FUSE WITH A FUSE OF A LARGER RATING, OR BYPASS IT WITH A WIRE JUMPER! Fuses are Rated for a reason. Auto/Marine/Home ect.. VTS Trim System Analysis & Tech Info

Nice article, more info than anywould could every ask for about VTS. Since it did say its possible it could damage your MPEM by a bad VTS I probably would not take a chance in a larger fuse too. The plastic worm gear is not that strong, so I would be very careful about jerking on anything to do with the trim system.
Theres a good chance you will find water in your plastic box, the number 1 cause of death.
